Elton Allen

Elton is a decision analysis expert with 30 years of experience in the energy industry, including twenty years at Chevron and six years at Shell. He specialises in economic and decision analysis, supporting billion-dollar investment decisions across multiple value chains and fiscal regimes.
He brings deep expertise in economic evaluation, Excel modelling, VBA and probabilistic software, and has taught economic evaluation courses at both Chevron and Shell. Elton is also a member of the Society of Decision Professionals.
Highlights:
- Broad experience across the energy value chain, supporting all development phases from opportunity origination through to execution and operational de-bottlenecking. His work spans exploration, onshore and offshore oil and gas drilling, LNG, geothermal, biofuels, hydrogen, refining and retail.
- Extensive experience in fiscal and commercial matters, including M&A, production-sharing contracts, fiscal regimes, joint ventures and non-operated assets, and providing economic input to fiscal documentation.
- Leadership of a 15-person regional decision analysis team, guiding analysis for an annual capital budget of approximately $3 billion and multiple multi-billion-dollar projects.
- Leadership of Shell’s Global Economic Model Review, evaluating around 120 models to improve quality, consistency and decision confidence.
- International experience, having worked and lived in the UK, Kazakhstan, the USA, Russia, Indonesia, Kuwait and the Netherlands.
Elton has a BSc in Mathematics and its Applications from Cardiff University.
